In the face of newly revamped medical malpractice rules, which are set to take effect next year, the American Tort Reform Association has named Pennsylvania as the second worst Judicial Hellhole in the country.
The standing is slightly worse than last year when the tort reform advocacy group named Pennsylvania as the fourth-worst venue by their measure.
